A. Academic Excellence Scholarship Survey Results
The most recent survey to determine the effectiveness of the Academic Excellence Scholarship
(AES) Program was completed in July, 1995.
In 1990-91, 742 students were eligible for the AES. Of these 742 students, 580 actually used the
AES while attending a Wisconsin institution of higher learning.
The July, 1995 survey was sent to each of the 742 students eligible for the AES. 350 students
responded for a response rate of 47%.
Of the 350 respondents:
Of the 265 who graduated, 95 were employed full-time in Wisconsin in 1995 and 48 were employed
full-time in another state. The remainder were still looking for positions or were in graduate school.
Of the 68 who did not use the scholarship, 3 actually came back to an eligible school in
Wisconsin and received degrees.
Of the 282 who attended a Wisconsin school, 184 said the AES influenced them to do so.
Of the 68 who did not use the scholarship, 16 said the AES did influence them to think over their
decision. However, they did stay with their initial decision to enroll in an out-of-state school.
Another survey will be conducted May, 1999, to again determine the effectiveness of the program.
B. Potentially Eligible TIP Grant Recipients
In 1997-98 there were 21,936 applicants with a zero Expected Family Contribution (EFC) and an
additional 2,752 applicants with a $1 to $1,200 EFC. 4,319 students were awarded a Talent Incentive
Program Grant in 1997-98. Using just a zero EFC factor, an additional 17,617 students would
potentially be eligible for the Talent Incentive Program Grant.

| 1996-97 | W Codes were implemented 9/96 for the UW WHEG. Summer awards were made under the UW WHEG Program. |
| 1997-98 | Formulas were adjusted mid year due to a delay in the passage of the Biennial Budget. Awards were increased $114 for independent UW Students. All WTC awards were increased by $90. |

D. Federal Programs Status Report
President Clinton's Fiscal Year 2000 proposed budget was released to Congress Monday, February 1st. It includes:
Perkins Loan is left level funded as is the Leveraging Educational Assistance Partnerships Program.
Please keep in mind that FY00 runs from October 1, 1999, to September 30, 2000. FY00 funds the
2000-01 LEAP Program.
